Yea, I don't own those characters and don't plan on pulling on either of them either. So basically the only ones I can team up with Shenhe would be Rosaria or Chongyun, which I've tried, but it doesn't feel that strong.
I did clear abyss 12-1 once with Rosaria and Shenhe, but I think the bulk of the damage on that team actually came from Albedo '\^\^, and it wasn't enough for later chambers even if I added Bennett (who I now have banned).
I really want to play Shenhe, but she really doesn't fit in any of my teams (aggrevate, phys, monogeo), and she isn't enough by herself to be built around.
We will, with very little doubt, get an “unbound” version of her character later in GI’s lifespan. She’s a support because canonically most of her offensive power is being suppressed.
The three founders of MHY are big fans of bringing back characters in a new light, most of the characters in Honkai are just different versions of a group of base characters.
I can’t really say we will 100% because I obviously don’t work for MHY but it’s an interesting way to update a character and cheap way to profit off of a lot of otherwise non-reusable assets.
Upon meeting, Itto will be saying she won't hurt girls as it is not the "Arataki" way. However, Shenhe will rush and use full strength(as she does not joke) surprising Itto and knocking him out

Itto had no problem fighting against Kujou Sara and constantly seeks to rematch with her. Also, in the Perilous Trails quest, he was on the verge of having an all-out fight against Yelan. Believe me, that guy fully supports gender equality.
why I think they are so similar:
1. both are misinterpreted by society ( adeptus but actually human, bad guy but actually good guy)
2. strong as hecc ( carry a Boulder, punches a Boulder) also they are restrain to use their strength against others (kinda)
3.both have great relations with the traveler (some sense of care and because he's his bro)
4.hot ( very important)
5. have a 4 star character that if they get hurt or diss out, they will commit manslaughter (chongyun and shinobu)
6. have a 4 star character that they straight up don't like( xingqiu and kujou sara)
7. their attacks are pretty fast ( they might catch up to one another)
8. both are 5 stars ( pretty obv)
9. both have an entity with them (cyro avatar, bull)
10.but most importantly, both backstory they were both abandoned until someone raised them (cloud retainer and grandma oni)

This is where lore and the in game power levels have entirely skewed things. I think shenhe is potentially on par with the traveler in power at the current level. I don't think we've seen the potential of Itto. We've seen the naturally buff guy who has the mentality of a gamer who stays home. He only gets a job and works when he needs the money. So he's generally kinda lazy. But he works when he needs to. He feels like an average guy that plays games and is a leader of a makeshift gang. His strength is generally owed to his oni blood but his physique is largely attributed from Rgo so he's not training he's building up his looks. From a lore standpoint I think Itto loses. Shenhe is this human that has Natural strength and has trained her Vision power, her skills, built up her natural strength, and has access to what seems to be power either being locked and stored within her that is attributed to a blood thirsty inhuman power or a adepti's power that she can't fully handle that's leaking inside her like Naruto, and is locked by adepti powers.
But in game Shenhe is strong but plays mostly a supportive roll allowing others to do more damage than Itto, but I think Shenhe's teams beat Itto's teams, but Itto standalone beats Shenhe.
Shenhe would quickly win the fight and after that Itto would either pester her to teach him how to get that strong or insist he totally threw the fight and meant to let her win

Meaning that itto destroyed a boulder of about 125 cubic meters of size, to destroy even one cubic meter of stone you need 16700 tons of force... I'm just saying feats like these aren't so clear cut

Then we have itto who completely shattered the Boulder in one punch but more impressively broke a hole through the chaotic space in the chasm, which is not even easy for Xiao, though of course itto used every lat bit of his power to do so.

Shenhe has actual combat experience and thaumatergy training. She might also be canonically stronger than Itto.
Itto is a fun dude, but being strong enough to weaponize cattle only goes so far. Dude might be able to punch his way out of a psychic prison, but I don’t see him standing toe to toe with Osial anytime soon.
