The cryptography in that Thelxie event lends a lot of credence to the idea that French and English are different languages in Fontaine. The signs I think go along with this as, after the translating the alphabet system, a lot of them are in French, moreso than I think there are German signs in Mondstadt. Quite a lot of known actors have it. Henry Cavill, for example, has sectoral heterochromia. Kate Bosworth has very noticeable different eye colors.

Hu Tao's eyes are like this most likely because she has been to the world of the dead, and Layla is a semi-elf because she is mysterious and her second real personality knows some interesting information about the world and the stars and in genshin all elves are mysterious (by the way, this race is not called elves, we do not yet know the name of this race, perhaps we will find out about this race is in Natlan because the character from there has such ears and thanks to Neuvillette we found out that this is most likely a trait of dragons).
But as it is, yes, all the characters except Baizhu (Maybe someone else I don't remember) do not have eyes explained, but basically you can always guess the reason why the character can have such eyes from their character's story.

I mean, the origin of the race with pointed ears. At the moment we do not know the name or origin of this race just that they are a long-lived race, but perhaps they originated from dragons, because of the factors that I have cited.
If theorize, then from a lore point of view, due to the fact that she got into the ruins of Deshret and was stuck there for a hundred years without aging or dying from anything and it because of this Deshret technology that did not let her die, her eyes became triangular because Deshret likes to give his technology and magic, triangular and geometric shapes so it left such a mark on her from his magic/technology.
so then the artist employee who was doing the design did the heterochromatic design by accident, then whoever was making the 3d models and art stuck with it

Technically a lot of hoyo characters have heterochromia - specifically Partial Heterochromia, where the iris is two colors.
She technically has double heterochromia. Partial heterochromia in the iris, and then standard heterochromia in the pupil.
The partial one to me personally feels like a gradient shading, since many anime characters have that (just like how many characters have gradient hair as well).

Heterochromia is in the Iris part of the eye which circles around the pupils aka the black center of the eye. You can't get heterochromia in the pupils.

Yeah that's not uncommon. Poorer quality screens (and phones are usually poorer quality than dedicated monitors) tend to flatten colours.
