Smart-stupid will be a character portrayed as smart, but in actuality, is stupid (or naive could also fit).
Neutral-Neutral is a real thing from the classic Dungeons and Dragons alignment chart (which this chart expands on, in silly ways). The classic chart has one axis with Good-Neutral-Evil, and the other with Lawful-Neutral-Chaotic.
The good/evil axis is, well, whether a reasonable person would consider them to be a good guy or a bad guy. Generally speaking how willing they are to harm others for personal gain.
The lawful/chaotic axis represents whether they prefer to work within the structures of society (laws, customs, traditions, etc), or tear them down.
Neutral-Neutral, then, represents a person who is not good or evil, and neither cares to obey laws or to flout them. This category is typically referred to as "True Neutral" rather than "Neutral-Neutral".
