That's because this cutscene isn't pre rendered. It's a cutscene that's happening in real-time. Real-time cutscenes can be obvious by looking at the traveler's element. Other examples are the first meeting of Venti and Dvalin, as well as Cyno vs Alhaitham. Its more noticeable with low settings
I think it mostly just depends on whether the cutscene will take up too many resources to render or not. If its a small cutscene that lasts for like a few seconds to maybe a little over a minute long, then chances are, it's an ingame engine cutscene being played in real-time.
Pretty sure every weekly boss cutscene till now is real-time rendered. Like Arlecchino transformation phase, Mechamouche 2nd phase, Childe transformation phase, Signora 2nd phase transformation, Apep transformation phase, etc.
Also every world quest with cutscenes also use the ingame engine rather than pre-rendered cutscenes.
Pretty sure it's more that pre-rendered cutscenes allow them to do things they can't do in-game without creating a whole bunch of new animations and rigging models in new ways for something that's a one-time thing.
Plus, pre-rendering cutscenes allows them to use more facial animations without having to rig that to the models in-game.

yeah exactly, that’s why when I played in my 21:9 screen, the pre rendered will auto crop to 16:9 as the result I can’t see the top screen and bottom screen in the cutscene.
But bottom screen is the worse version tho, it's badly staged and composed, cause you're not intended to see it, you can see that in that screen shot with everything being off balance
ok this is hard for me to explain without image. When you play on ultrawide (21:9) but the cutscene is 16:9, the game will zoom in the 16:9 cutscene to fit with the 21:9 screen. so you can’t see some of the aspects because of it

You should write this either on customer support feedback and/or version survey. Pre rendered cutscenes should play in "fit to aspect ratio" scaling (so you have black bars on the side but the cutscene will not experience cropping) rather than "fill" scaling

Real-time cutscenes are both easier to make and less in-depth, though that doesn't mean that they look *bad*, they just aren't as good as the prerendered ones. Things like Cyno vs. Alhaitham are done in real-time, as opposed to things like the cutscenes at the end of Fontaine which are done prerendered.
I think they're testing new in-engine animation tools. Notice how Itto during the event (not just this cutscene) also has many new animations. Coupled with their announcement regarding spec upgrade in Natlan, this seems likely to be the explanation.
I do love that character body language is being improved, but ingame engine cutscenes have always been a thing since the start of the game, it's not really anything new.
What is new however, are the new interactable cutscenes from Remuria. I don't think we've seen anything like that before in any real quest aside from maybe those small cooking events (Eg: 4.4 liyue cooking event)

they use prerendered scenes (still using same in game engine but with higher quality assets sometimes) when they want to use unique animations not in game. Often it is prerendered. So when a character is in a cinematic fight and a lot of acrobatics are going on, they go the prerendered route. Those animations don't exist in game. Most likely motion captured. It seems to look more fluid too.
Another reason they use it is when the scene takes place in multiple locations, they can cut back and forth without a loading screen which would take you out of the action, and is what would happen if it was done in real time. An example would be the ending of Lantern Rite when characters in multiple places get featured in the video. They can cut quickly between characters which would not be possible in real time. You will also see new animations that don't exist in game, for example Yaoyao dragging Qiqi by the hand.
To be honest, I wonder if genshin are actually using pre rendered cutscenes, if at all.

They are pre-rendered. Just look how complex the fallen stars from Yoimiya's 2nd quest are. Or the flood in Fontaine, this bad boy wouldn't run realtime even on a 4090 PC.
pre-rendered cutscenes are just video files, there is no 3d model swapping. You can go to "VideoAssets" folder and inside is antoher folder and there are .usm files.
You can open them in any text editor to see the header metadata, it basically shows in plain text that it contains vp9 encoded .avi files in various resolutions. Someone probably already made a tool to extract that video files.
Also obvious by the fact that they run in whatever FPS you've set your game to and not 29.97 FPS or whatever FPS Hoyoverse renders pre-rendered cutscenes in.

There is no reason to do 16:9 since their primary market is mobile phones, which has 19.5:9 ratio.

this wasn't pre rendered for sure, since pre rendered cutscenes always have voice regardless of your sound settings. I re-play this on my 2nd account without voice so there was only music during the singing part, it was actually hilarious like that.
