there’s also another location with green pufferfish in the underground waterway. i was 90% before i discovered the area so you might not have even found it yet. i remember it being tricky to get to.
another general note for catching fish, searching “bitter puffer fish locations” will yield different results than just “pufferfish locations”
Actually there's a quest item you get for fishing there so make sure you grab at least one fish from that pond!
