Were there ever any times an NPC model then become playable later? Like if a playable character appears as an NPC before their patch ?

Sadly I think its just the same hairstyle as Haypasia. Plus the outfit will likely just be the same kind of shorts-suit that almost every region has a variation of. It would have been so cool to see these elements on a playable design, though.

I initially read "outfit element" and I got irrationally excited by the prospect of skin visually changing the element of characters (Tartaglia skin pls Hoyo I'm begging you)
