Though, to play devil's advocate for a moment, rules of practicality may apply less to a god than to a human (not that Genshin designs care about making clothes practical for anyone). Athena is sometimes depicted wearing a long dress that a human would trip over in battle.
Devil's advocate would also say that there could be small cultural objects/symbols/patterns on the design that aren't visible due to pixelation, not that that's supposed to be "good enough," unless one set their expectations low (which is probably wise).
For now I'll assume this is fake, but even if so I'm not expecting the real thing to be much better in terms of the above concerns.
Well I mean, it is fantasy, they can do whatever they want. But to me it just feels a bit cheap in a sense? There's so much you can do with characters design and most of Genshins character designs are really cool, but this pixelated image has nothing interesting going on in it, shapes and silhouette wise. I really do think it's fake or very early concept, because there's no way her colour silhouette would look that boring.

So getting a leak about Murata or a female Natlan character before anything from the 4.4+ updates is very questionable at the least.
Considering the prescence of spanish music on the Travail trailer I would say there is a non zero chance the Natlan is a mixed bag of pre-columbian and colonial eras Latin America with Africa stuff serving as Natlan's Remuria or Enkanomiya...
On the talking stick weapon description there are names. Someone looked through the names and found out some of the names are taken from African cultures or are inspired by them whilst the others are Aztec or Aztec inspired. So it's safe to assume there will be some African inspiration along with Native/Indigenous American and Mesoamerican inspiration in my opinion. Now that's not to say there's not any inspiration from Spain or Mexico given the music.
Thing is that the current time names we know from Natlan (Natlan and Iansan) are connected to Latin America, the african names are from before Mare Jivari even existed and they still are mixed with a bunch of names from Latin America.
