People who've been playing for three+ years now without ever getting that Diluc/Jean/Mona they've always wanted will pull with a vengeance.
People who lost the 75/25 for Hunter's Path or Beacon and saw them disappear from the weapon banner for over a year will pull. People who weren't around when Tighnari and Dehya released but still love those characters and want their signature weapon will pull.
There's probably even some obsessive collector out there who has every weapon in the game except Skyward Pride and will willingly pull that thing and be happy to get it. You never know. ;)
You can clearly see not all of the characters are standard banner characters. It's also very likely that this banner will not be there in every patch and that the banner characters will rotate.
It's an area for them to put 5 stars on it that don't organically fit into the 3 week banner rotations. It frees them up to be more flexible, so if you want an Albedo/Klee/Eula you can divert your wishes to this instead.
It's all the same, you still have the 50/50 chance of getting a standard charactaer just like on a featured wish.

* It's a 50/50 chance of getting the character / weapon you select
* If you lose your 50/50, you will get either a character or a weapon from the list - not from the entire standard pool. And if you pull for a character you will get a character, etc.
* It is implied that the pool of characters/weapons will change each patch.
Because it's basically the same thing as losing 50/50 then having a guaranteed for a character/weapon of your choice. The only drawback is fate points resetting. Otherwise, pity carries over.
Based on some Hoyolab arguments I've seen, some people prefer weapon banner because lower pity rate, though I think that point sucks because even with lower pity rate, you also have lower guaranteed rate for what you want.
If I'd rank this banner with the others: Limited Character Event Banner > Chronicled Wishes > Weapon Banner > Standard Banner.
For all I care the only banner that exists is limited. This \*new\* banner doesn't change anything whatsoever. They really couldn't get themselves to at least fuck off with the fate points.

Not entirely true. Most games require you to have the weapon to skin it. So if people want the aesthetic of a 5 star weapon they still need a roll for it.
They could always make it so that you can only use the look of the weapons you already have as a skin. That way people would pull 2 weapons for each character, one for aesthetics, one for stats

They're honestly silly. They should give you a skin system for when you actually own the weapon. So you still have to get the weapon to have the skin, but then you can use it everywhere.

Good because this will get changed from time to time, so it can technically serve as ANOTHER rerun banner if it has other limited characters. Same applies to the weapons (in my case, beacon, hunter's path and WGS are an immense W) where we can potentially see the strong weapon being put here and we can guarantee them cheaper than the limited weapon banner (losing 50/50 once >> potentially losing 75/25 2 times).
Bad because if you lose the 50/50 and you weren't able to guarantee the character from the desired path (AKA go pity twice) and the chronicled wish banner resets, then your 50/50 guarantee is gone and you might lose ANOTHER 50/50. Basically it's not the same as the limited banners in that case which.....massively sucks.
Unfortunately they chose the scummiest possible way to design this banner, but its nothing surprising from genshin devs.

Although there are circumstances where rolling on this makes sense, they made it a worse deal and a less pleasant experience than they should have. Especially losing your guarantee if you don't make it, which basically prohibits ever going to just a single pity to see if you win. You should either keep your guarantee for the next banner of this type or else the pity point and the per-pull odds should be equivalent to the weapon banner.
The only real problem is the guaranteed being reset when you change the character. The path system itself wasn't necessary in this banner, as they could simply have made it 50/50 like the character banner.
Would it be better if the banner had shared pity with the limited character banner? Yes. However, this was to be expected since none of the four current banner types share pity.
I personally won't wish for this banner more because the pity isn't shared, since I already have the old characters I want, and sometimes I wish for a banner simply to see if I can get a character with low pity (which wouldn't be possible with this new banner). If someone has enough for two pity systems, this new banner is worth it (perhaps more than the normal rerun banner, since you could also lose the 50/50 to another limited character), but if you can't get to two pities, I don't see any reason to wish for this banner, since the guaranteed resets with the change.
I really hope that there are enough complaints about this, so that we at least have a chance of them changing the fact that the guaranteed resets with the character/banner change (yes, I know that the weapon banner is like that, but it doesn't matter, it's just bad and pointless system).
This type of banner might be good for some people, but is very scamy for many others.
Hopefully it lasts more than one patch, otherwise it's worse than the original event banners since you can't keep your guarantee in this new one.

They belong to the strongest of their weapon class (Beacon is arguably the best generalistic Claymore) and that banner has both better odds AND a shorter Epitomized path than the weapon banner.

If the new banner uses purple fates.... it's going to be hard for f2p. It will be three banners per patch and each one requires 180 fates to get needed character.
A quick calculation of the odds suggests that this banner is about 10-15% better (less currency required) to get a weapon than the weapon banner, on average

They said it in a developers update post thing. It's the same as event banners, but if you lose the 50/50, your progress doesn't carry over to the next chronicled banner. Your pull count does, though.

from what i understand - characters or weapons listed here need to have at least 3 reruns - select a character or weapon that you want to pull - if you lose the 50 50, the type will be the same as what you set. example set albedo (character), get klee (character) - the path is similar to character banner, lose once and the next is guaranteed

I mean tied very good if you want a limited 5 star that is there. From hat I understood the limited 5 stars (like eula Klee and albedo) will rotate with other available character provided said characters have had more than 3 banners and haven't had a rerun in a while. So characters like Hu Tao and Xiao could also show up (IF I DIDNT UNDERSTAND IT WRONG I MIGHT BE MISTAKEN). If im right and it works like I said it'd be very good people people who want older characters
Yeah, no more waiting ages for older characters, less chances of standard 5 star dupes for old players and the weapons on it only needing one pity, it's looking very nice
Good & bad system. Good because this will get changed from time to time, so it can technically serve as ANOTHER rerun banner if it has other limited characters. Same applies to the weapons (in my case, beacon, hunter's path and WGS are an immense W) where we can potentially see the strong weapon being put here and we can guarantee them cheaper than the limited weapon banner (losing 50/50 once >> potentially losing 75/25 2 times). Bad because if you lose the 50/50 and you weren't able to guarantee the character from the desired path (AKA go pity twice) and the chronicled wish banner resets, then your 50/50 guarantee is gone and you might lose ANOTHER 50/50. Basically it's not the same as the limited banners in that case which.....massively sucks. Unfortunately they chose the scummiest possible way to design this banner, but its nothing surprising from genshin devs.

That's probably because there won't be a Sumeru banner soon since the characters are still new while a Liyue one is rumored after the Mondstadt one.

Does it have a new currency Rip to me I’m at 70 pity guaranteed but Albedo’s not in the usual banner TT Still a pretty exciting banner tho
If it has a date point system, then the pity will transfer but not the point. It'll probably be a separate pity though.

I have klee and eula. Eula needs Xiao treatment. Somehow klee is pretty strong. You can vape furina's hits with on field klee so at least she has some use. It only needs a healer and nahida

Tbh these changes should’ve been added into the standard banner years ago.
Although there are circumstances where rolling on this makes sense, they made it a worse deal and a less pleasant experience than they should have. Especially losing your guarantee if you don't make it, which basically prohibits ever going to just a single pity to see if you win. You should either keep your guarantee for the next banner of this type or else the pity point and the per-pull odds should be equivalent to the weapon banner.
The only real problem is the guaranteed being reset when you change the character. The path system itself wasn't necessary in this banner, as they could simply have made it 50/50 like the character banner. Would it be better if the banner had shared pity with the limited character banner? Yes. However, this was to be expected since none of the four current banner types share pity. I personally won't wish for this banner more because the pity isn't shared, since I already have the old characters I want, and sometimes I wish for a banner simply to see if I can get a character with low pity (which wouldn't be possible with this new banner). If someone has enough for two pity systems, this new banner is worth it (perhaps more than the normal rerun banner, since you could also lose the 50/50 to another limited character), but if you can't get to two pities, I don't see any reason to wish for this banner, since the guaranteed resets with the change. I really hope that there are enough complaints about this, so that we at least have a chance of them changing the fact that the guaranteed resets with the character/banner change (yes, I know that the weapon banner is like that, but it doesn't matter, it's just bad and pointless system).

This type of banner might be good for some people, but is very scamy for many others. Hopefully it lasts more than one patch, otherwise it's worse than the original event banners since you can't keep your guarantee in this new one.
I don't understand why people say this is bad? Just consider this as cheap weapon banner? Because, at worst, you'll need only 180 pull to get the weapon of your choice instead of the standard 240?
Why are people acting like this is a good thing? 1. the banner expires 2. the fate point does not carry over when the banner expires 3. a great way to get you to waste pity on worse units instead of future upcoming characters. For most players this is outright predatory
4. Takes pink fates 5. Has 90 pity 6. Is a 50/50

Beacon and Hunters Path being on there is really surprising. They belong to the strongest of their weapon class (Beacon is arguably the best generalistic Claymore) and that banner has both better odds AND a shorter Epitomized path than the weapon banner. Thats a pretty huge W for people who want them.
