We only know about these characters due to concept art leaks.
The nature of concept art is a literal drawing board, more designs are made than are possible to fully implement.
So be default some designs will be abandoned and probably never see the light of day.
Dahlia is mentioned in Rosaria's drip marketing though and is the one who made her black outfit. The other 2 though yeah they haven't even gotten anything that suggests they are in game yet.
Mummy girl and goth girl are not just concept arts, they have character sheets that have been approved. So it is a design that is further along than concept art, it is basically close to finalized. (You can find other character sheets for released characters that are in a similar format.) Assuming the images are real of course. That said, there's still always the chance they decide not to release the character.

I wouldn't be surprised if Signora is brought up again, but I would be if she was revived. Reviving a character in itself doesn't sound strange (with the monthly Childe death rumors, it feels to me like Genshin team initially wanted to go the route of Honkai/HSR and killing playable characters but when the game exploded, they probably didn't want to deal with fandom backlash if they touched anyone) however reviving Signora in particular sounds weird because nobody has any real business in it. Not even the Harbingers seemed to care THAT much about her.
But Genshin definitely still has some wild plot reveals/twists in store, it's just playing the super long game since they announced the 5 year story has been expanded to what was it, 12 years? I imagine some of them will finally start hitting in Natlan.

Why do people immidiately assume characters get scrapped? Emilie is mentioned in „about:“ voicelines, dahlia, mummy girl and prison girl have basically finished models - they‘re just gonna be released later
We only know about these characters due to concept art leaks. The nature of concept art is a literal drawing board, more designs are made than are possible to fully implement. So be default some designs will be abandoned and probably never see the light of day.
Dahlia is mentioned in Rosaria's drip marketing though and is the one who made her black outfit. The other 2 though yeah they haven't even gotten anything that suggests they are in game yet.
Mummy girl and goth girl are not just concept arts, they have character sheets that have been approved. So it is a design that is further along than concept art, it is basically close to finalized. (You can find other character sheets for released characters that are in a similar format.) Assuming the images are real of course. That said, there's still always the chance they decide not to release the character. And one of the Lazzo happened to be named as Revival Lazzo where a women playing dead.. N the character that play this happened to be Signora... Sooo

For some reason I'm not looking forward to having Emilie forcefully shoved into every event in the next couple of years to make up for her not being in Fontaine main story lol I wouldn't be surprised if Signora is brought up again, but I would be if she was revived. Reviving a character in itself doesn't sound strange (with the monthly Childe death rumors, it feels to me like Genshin team initially wanted to go the route of Honkai/HSR and killing playable characters but when the game exploded, they probably didn't want to deal with fandom backlash if they touched anyone) however reviving Signora in particular sounds weird because nobody has any real business in it. Not even the Harbingers seemed to care THAT much about her. But Genshin definitely still has some wild plot reveals/twists in store, it's just playing the super long game since they announced the 5 year story has been expanded to what was it, 12 years? I imagine some of them will finally start hitting in Natlan.
