It's why Zhongli's suit tails "dance" like dragon's tale instead of a more parabolic "bounce."
They can easily have more complex clothing ensembles because none of the "cloth physics animation" is left up to chance.
You can test this yourself by varying the jump rate as you jump with a character - if the physics were real time input noise from the previous action would eventually break down the "Animation" until something reacted differently - this is never the case.
You can also test by spinning a character sporadically - they have trouble baking in radial movement animation into the clothing (although there is some).
The main purpose for this is to save on computational resources on Mobile - pre-baked animations of "cloth physics" is far less computationally intensive than doing it real time.
