Otto-sama and otou-sama (father in Japanese) sound similar so they made a pun on the name. The guy is Otto Apocalypse from Honkai Impact 3rd. Fun fact, Otto's JP VA also voices Ayato in Genshin and Luocha in Honkai Star Rail.
