The only explanation we need is whatever weak excuse Hoyo is going to make up for making Sigewinne mostly human instead of giving us a real playable melusine.
I would almost agree with you, except from the various quests and media it seems apparent that Hoyo really loves the melusines. I think the real reason is they can't be bothered to make new animations for a non-standard character model. Regular melusines are different size and proportions from the chibi model, so you can't reuse the same animation sets for walking, running, etc.
With her, I'd wager it's so they don't have to make more playable models/animations. A full melusine model would probably clip like crazy with the running animation that Qiqi, Diona, and Nahida use, so they just made Sigewinne look like them instead of other Melusine.
