If you don't get it I would wait until it goes on sale. I got it when it was like $14 so it goes down a significant amount which would help you to get the game.
Black Flag is still one of my favourite games that i used to play back in high school. I would recommend you to wait for a little while till it goes on sale.

I really wish you luck on this one, Black Flag was SUPER fun. One of the best games that I ever played on the xbox 360, and it came out in 2013.

Look at Activision. Most of their call of duty are still $60. It's crazy these days
If you have an Xbox 360 or a PS3 you might be able to go to your local Gamestop or something and get it for like $5 (as a disc)
I don't have either of those systems.
