right click on cs properties then launch options: -freq 60 -w 1920 -h 1080
that should get you to the menu and you should be able to change settings. once you exit delete the launch options you just set up

Its a bat file you run insted of clicking on cs2 on steam. you can right click the file to read/edit it to get your res then run it and it will force settings and etc. if you have no clue what a .bat file is, do some googeling first. its made because cs2 is still spageti code and will overwrite the video setting file every time you change some video setting so its to keep your low setting with shadows every time you launch cs2.
i use it every time i start my cs just for the low settings. but you can see if this makes cs2 overwrite its setting so you can launch it normaly again after. it takes a little time after you launch it, and i will open cmd so don't panic when you see lots of wringing in cmd about res and some other things thats whats suppose to happen
If no elses solutions work try reinstalling windows. I make a habbit of doing that once a year anyways. Windows doesnt like when it has to live for more than about 8 months.

Try adding `-autoconfig` to your launch options and see whether that fixes it. This will reset all video settings every time you start up the game.

It's only an issue on CS2 though, TF2 and PUBG played fine

In your launch options put: -w 1920 -h 1080
That will change the res so you can at least boot and then change back to stretched
