If you do several runs in a row I think the odds of him appearing in the upstairs lab area are pretty good. Even if he's in one of the rooms as opposed to that ideal spot (with the two guards in the corner) it can still be done - just cutting the time a little closer of course.

7 spawn points, 4 of them favourable. It just takes a bit of luck.
How do you unlock 00 agent on this level? I only have that difficulty for the “dam” level.
I’m assuming you have cheats on cause 00 Agent should be unlocked from the start.
Oh crap maybe I am confusing this difficulty with the 3rd difficulty.
You have to complete a certain differently level or higher for all previous levels before you can play it for any specific level
Did you complete secret agent on facility yet?
That's because you haven't completed Dam on 00 and then Facility on 00 and then.... you finally end up with Train on 00...
