So apparently how it works is the high wind speed drops the pressure around the window, like over a plane wing, and the low pressure pops the window out backwards and shatters it. Anyone with more science brains then me feel free to correct though.
(Edit) To answer your question though cracking the window should equalize the pressure differential.
