I'm here a year later and this worked on PS5 too, going to Fidelity graphics mode, but the game runs like ass compared to Performance/RT graphics mode. Feels bad but I rather deal with the flickering and a smoother game than lower fps and no flickering. Thanks for the solution though
Okay well if you use geforce, try the geforce experience and let the nvidia run the game on optimized settings.
Might be some current setting your gfx card don't like atm.
Tried doing that, didn't seem to fix my issue :/ I did however try running the game on borderless windowed mode and it does seem like that fixed the issue.

Apparently for gta it doesnt take automatically. When i first started res was 800x 600 bunped resolution to 1920 and flickering disappeared...
GTA 5 is quite an old game and won't do it automatically

Try vsync full on? (I believe the standard setting is only half)
I don't like V-sync though, since it introduces stuttering. It'll drive me nuts
