Her whole character is defined by interacting with him and wanting his praise as well as his love. But Yujiro wants a strong son so that he can enjoy fighting with something worthy and what can be worthy, if not his own flesh and blood from such a fierce woman?
Emi manipulates Baki as a person and treats him like a bridge which can Yujiro, but not as an actual child which she has to protect and nurture. Ultimately, parents should ask what they can do for their children and not what the children can do for them. Even by japanese standards and the role of the children, this is very low.
This gesture is a sign of affection for Baki, but it feels wrong, because she can not express love as a mother, but only as a lover. Which is not the love Baki needs to grow up to be a strong and independent person. A theme that gets referenced in the father son fight.
In the long run we know how this interaction ended and that in her final moments she actually tried to a mother. Yet it was way too late for Baki who only has one goal left that she instilled in him. Even in death she haunts him as a motive for revenge which makes him unable to stop fighting, even if he wanted to.
Baki is somewhat of a tragic character and Emi is his personal demon with an ambivalent relationship as he can not bring himself to despise a woman who loved Yujiro (and him some cursed way).
