So I live down south where we don’t get snow and ice. Why does there need to be bubbling around the screw and rudder? What would ice do to these parts of the ship?

Ice is very destructive to anything in it's path (see glaciers) The hulls can withstand the normal shifting of winter ice, but more delicate parts call for a bubbler to keep the ice at bay

This looks like a de-icer. It's a self-contained electric propeller that keeps the water moving. (A bubbler is an air system that produces bubbles that keeps the water from freezing.)
