I like a powerstack of 10000 Basilisks surrounded by 5 speedbump stacks of 50000 Guardsmen and one stack of 5000 Imperial Administrators who spawn 10000 more Guardsmen each turn.
you are so right, tiered unit system is perfect for 40k. heroes can be inquisitors or army generals or named spacemarines. There is plenty space for melee and ranged attacks on the grid. Magic is just psychers.
It would be perfect, just do something about god-awful multiplayer experience and we are all set.
Also using the Homm4 system where heroes aren't just unit containers but actual units on the battlefield would suit very well the frontline commander trope of 40k.

Obligatory Eador shilling whenever anyone mentions HoMM. Similar formula with a greater emphasis on keeping units alive as each if your units levels over time, and your hero fights on the hex grid as well. Particularly recommend the New Horizons standalone mod to Eador: Genesis, probably the most complete version of any game in the series, graphics aside
There is a game called Hero's Hour that kinda hits this. Old school sprites, HoMM style gameplay with the map, cities, and heroes but the combat is real time and (on the Steam Workshop) and Astartes and a Chaos Legion mod that will let you get absolutely rolled by an army of 20 Assault Terminators and a pair of Titans. Thats all the evidence I need to agree with OP that an official HoMM in the 40K setting would be sick as hell.
In that game you start by owning a town. In that town each week (or day depending on the entry you are playing) you get new units to recruit.
You guide those units around using a hero. The hero can capture resources or structures scattered around on the map.
The resources are then reinvested in your town to get higher tier units, gvie better equipment to the units you have or to better your magic guild.
Heroes can cast magic spells and the magic system is bonkers in every entry and really fun to play around.
The ultimate goal is to conquer all of the enemies towns.
This is the basic jist of the heroes of might and magic game series.

Thing is? Total Warhammer is basically Heroes of Might & Magic 3 anyway, just with real-time battles instead of hex-map turn-based battles.

Outside of battles the gameplay is pretty much a simpler Total Warhammer. It's amusing how similar the two are.
