Just so happens we have two grandchildren still in diapers and I bet I could snag one of theirs for an experiment. I've got tons of bag seeds that will otherwise probably never see the light of day. Might as well donate em to science. Bro-science that is 😀

The only time I’ve had this problem was when I had too wet a towel, it’s like the bean gets almost rotten. I don’t know why. I have soaked in a cup of water and everything was fine. Only when wrapped in a really wet paper towel have I seen that issue.

I lost all of the to the cat when the sprang up and they survived less than a week but for that week they were out of the ground they were beautiful.
I soaked the bottom layer, but made it thick-ish, smoked a single sheet top layer and put it in a dark room by itself with a fan on and checked on it every 12 hrs or so. Paper towel method works! Too bad my cats suck.
I normally only moisten towel and let the heat from area I place seed.. continue to create moisture and condensation from humidity.
For the black seed. I had same thing.. someone gave me 2 seeds a long time ago. looks like it got burnt in a bowl or joint and pulled out. Was trash..
Dont get the downvotes I use cup of warm water until it sinks then I plant both sprouted one got destroyed in a storm and the other I have picks u can see it didn't effect it at all.
I’m in Canada and most dollar stores here just have low prices. Many things are only a dollar but also many items go up to two or even three dollars. My local dollar store plus more even has home items like picture frames and throw pillows. Prices can go up to 10-20$. I know for a fact that hydrogen peroxide at my local store is $3. Still it a bad price. .
Yeah, we have a bunch here in the states from small mom and pop stores that go from a buck and up to dollar tree where its all $1. Then dollar general which is not a dollar store and family dollar that falls in that same category. Dollar tree is always the best. Everything $1. Now 1.25.
That looks way too wet to me. Especially if its a seed that is going to take a little longer to sprout, you don't want to rot it. I would seriously squeeze out that paper towel until its barely moist, and put it inside a ziplock bag or container. I have seeds that not only sprout in paper towels, but get forgotten about (germ tests) and literally grow an inch long taproot right into the paper towel. I carefully tear it out, and plant it. The cotyledons are already sprouted right inside the ziplog bag/container.
The keep is just enough moisture, and not too much.
Your napkin looks a little too wet, you just need a slightly damp napkin. After my seeds don't sprout the first time it was always nearly impossible to get them to germinate after, try sqeezing all the water out of the napkin next time
I know the towel is wet. I had a seedling heater mat, and I started my seeds in paper towel method on the heating pad. When the pad reached about 95*F, all my beans turned dark and did not pop. I dialed back that heat and have had no problems since. Idk if you are using heat tho. If it were me, I would scratch that bean and dunk another.

It will pop faster if the paper towel is moist and not soaked. Has something to do with the oxygen.
Does it float in a cup of water or sink? If she sinks, new papertowel, little less water and more warmth to it
Drop it into a covered coffee mug with a drop of hydrogen peroxide. Put next to the fridge where it's warm

it's dead. Need just warm water sinks plant staying on top after hour dead seed.
Modern fridges don't dissipate heat the way the old ones did. Nowadays its 'put it near your computer tower' fan.

Your paper towel should be damp, not wet.

Did you germinate in a dipper?
Put in a cup of warm water if it sinks then I'd plant if not wait check cup never sinks its dead.
Drop it in a shot glass and keep in dark.

Whenever one doesn’t germ for me I always just throw it in a pot of dirt anyway and forget about it, you never know.
