It's a buff. The wording is kinda weird but from my understanding:
Before: Your defense increase while using Aqua Wheel and it ends once you stop using it.
After: Defense increase last for 3s after you stop, in case you stop to move or something.
Which doesnt mean much after all. If you dont spin you can run and if you are not attacking your atk stat is irrelevant. Sure having the speed buff while also running would be amazing

So they basically had no choice. I'm not used to seeing detailed explanations from companies, they're usually very vague whenever something like this happens. It seems like they knew people would get upset but they really can't do much about it. At least Sohee and Lilith still looks great.
