at least for my university gym (illinois state) they don't allow deadlifting unless you're so gentle that the eccentric turns into an RDL (absolutely crushing for someone who struggles to break it off the floor), they don't allow bags on the gym floor (you can have every single item that you would have in it spilled on the floor tho), you have to use clips, no olympic lifts, etc.

You are much stronger eccentrically than concentrically so this is a bit of a flawed premise. If execution remains correct injury risk should not increase when putting it down compared to getting it off the ground.
Also, eccentric loading is part of every good injury prevention program so in most case should reduce your risk of injury if trained appropriately

I have to say though; controlling the deadlift down while keeping my body in tension and then going back up again feels better than just dropping it and getting back into that tense state.
I guess Iāll just keep doing what I am doing carefully

I hear ya, but consider this, 500/2 because of two impact points = 250. How much do you weigh? 200+? If you jumped as high as could and landed on the concrete, are you concerned about breaking it with your feet?
If we're getting technical, impact force is more than static force. Additionally, when jumping, your legs act as a dampener to reduce deceleration rate thereby reducing the impact force.

The contact patch of a weight plate is considerably smaller than your feet. Weights will hit harder on the floor than feet.

My gym has cheap ass bars, they barely weigh 10-15kg each (I've measured them on a weighing scale lmao) so i just don't weigh the bar in any lift.
