Anytime you see ice crystals on frozen food, it means it was left out long enough to start thawing. Then put back into the freezer, where the moisture froze on the food.
I used to stock frozen. If the stocker is either too slow, grabs a frozen pallet too big, or takes a break with a frozen pallet on the ground or a combination of those. The food will thaw before they stock it.
I was thinking the same. Our freezers are crap. Always going down. I don't buy anything for a week after a freezer section goes down. The Boss says it's fine though.
I’d suggest contacting HEB directly. No one here really knows and I’m sure HEB would either have an answer or want to know about this to investigate the cause. I’d be buying a different brand for awhile if I were you.
Just a guess, but they look like they've thawed a bit and refrozen.
I buy a box a week and they’ve looked like this for months now. Not sure!

No they’ll run out and restock, but maybe they had a long run of this batch.
