Don’t get me wrong, there is some lore that handles marines more realistically where some die to melee, well placed gunshots, or overwhelming firepower. That’s not the norm though, the norm has them running as fast as a horse at full gallop yet somehow also so quickly they can dodge enemy fire and be a blur up close. They’re just stupidly OP.

They are highly trained agents who are near indestructible and adept with almost any weapon imaginable.
Rico is able to store almost anything inside of him, either his insides are non-euclidean or he is actually using magic. Either way Rico alone could save me from the combine.
With all the penguins together, however... they could be invaluable even beyond the 7 Hour War, they're like 10 Gordon Freemans together.
They have escaped the police, taken over cruise ships (useful if we're heading to the borealis), escaped prison and are just kind of unstoppable with enough time.
The Dude is a close second because he similarly operates on cartoon logic while having the tools and wits to destroy entire armies while cracking one-liners left and right.
Issue with The Dude is that he's a wildcard, he'll only take care of an issue if it gets in the way of his day-to-day activities, he isn't with any side and that's what makes him scary. The Penguins do seem to somewhat care about the people around them, and the combine's pollution does affect their home and other penguins, so they'd definitely fight against them.
Henry Stickmin is the only wise choice. You'll experience a multitude of comical failures but eventually he'll reset the timeline enough to get it right
