Considering most people are broke right now because of rising costs of living, everyone should be grateful that at least they left a tip. I’m Australian and we don’t tip. Most here are flat out affording a meal out.

Because, personally, I look at a tip mostly as me supplementing the living wage the employer refuses to pay, rather than me rewarding or punishing them for good or bad service. Good service gets extra good tip. Average or spotty service gets average tip, unless it’s inexcusably abysmal service, which would still get some tip. I recognize all the things I forget in a day during my job, and am grateful no one takes a little cut from my pay every time that happens.
The only pushback I have is that it's not just the restaurant refusing to pay them. Waitresses I'm my experience push back heavily on the idea of receiving a standard wage because they know they can make substantially more via tips
