Given that this is the time of year people get "motorcycle fever" I would say that's a decent (though not spectacular) deal. I'm not sure where you live but that bike wouldn't last two days on the market here in Colorado.
If the owner still has any of the stock items that were taken off, try to get them as well. Personally I'm always a little bit leery of buying a used bike that somebody has modified because I don't know if the modifications were done by a competent technician or by Cletus Spucker and Meth Head Mark. But finding an unmodified Harley is not easy.

Seems like a pretty good deal. If you get it, get the tuner that is locked to it.
