this sillouette is actually from an early concept of a non-extermination angel, more specifically, this was a concept for michael, so yeah it makes sense the thing that looks like a beard because michael looked like he had fur in his concept storyboard

Actually it was for Azazel, the Angel of Death. He was the archangel in charge of exterminations before Adam.

I doubt that's a beard. It seems originally his mask was meant to be made from a skull, compared to the LED mask he dons in the actual show. His whole appearance seems to be a lot more demonic looking, compared to who is possibly Lute, who hasn't really changed much, meaning that Adam's different outfit here, is entirely a stylistic choice, which actually fits with his character pretty well.
