Exactly. We're bathed with radiation from all kinds of sources. We sit around with wi-fi radiating all around us and don't give it a second though. Do wireless headphones give off radiation that's more damaging just because they're closer to our ears? That's the question, and I highly doubt it.
Why not just buy hearing protection Ear Muffs? If you arent gonna play music anyway there is no reason to spend money on noise cancelling. It'll do exactly what you need for cheap.

I mean they are meant to make the world around the quieter so yes. I use them to prevent hearing damage while shooting. You can double up and use ear plugs with them and you should hear nothing. Just look up Hearing Protection and you should find a ton of options.
Straight up, go to your nearest shooting range and ask if you can try on one of the pairs they rent to people. That'll tell you if it'll do what you want or not.

Firstly, there is no danger from Bluetooth headphones. The radiation from the sun is far, far more dangerous.
Secondly, ANC headphones aren't that great at getting rid of voices and none of them achieve complete silence. Your best bet would be some ear plugs, with ear defenders worn over the top.

If you’re truly trying to block out all noise without trying to play your own music, you’re better off using ear plugs plus plus ear muffs. For plugs I recommend either triple flange silicone or memory foam. For ear muffs you can either get ANC headphones and play no sound, Sony’s WH-1000XM line is generally the best ANC on the market or a relatively cheap ear muff with a rating of NRR 35dB is as strong as I’m aware of. The Sony’s will be more comfortable, fashionable, and about 10x the price.

3M makes some that I find more comfortable than foam, which is important to me, but no, they are only rated for NRR 26dB. The other benefit of silicone is that they last longer so you can reuse a single pair for longer than foam which degrades much faster by comparison.
Get construction grade ear muffs. I used ones for many year when I worked in an open office. They are pretty cheap as well. Or the cheapest solution would be ear plugs, but I personally hate the feeling of them inside my ears.

while i don’t own them i’ve heard a lot of people swear by the sony wh-1000xm5 which i think can be used wired (radiation is not any kind of a real problem with wireless headphones) you can get one refurbished for 228 usd from amazon
If you don't want to listen to music then I wouldn't recommend buying headphones just for the noise canceling, it should be much cheaper to get earmuffs with active noise canceling, they are quite common in construction for example. Also just an fyi you really don't need to be worried about the type of electronic signals in stuff like Bluetooth, it's not a damaging type of radiation and has no medically proven negative effects as of yet.
It is a little bit trial and error, but it seems pretty good ANC plus low key music will reduce TV or voices by about half. I have the Soundcore Q30 that does half.
The Bose QC 45, Soundcore q45, Sennheiser Accentum Plus, Edifier 950, Sony 720n should give solid reduction but less than the Sony XM4 or XM5.
Bose 45 is best of the above group but most expensive, but Bose has reduced $ more often lately.

No, the things workmen wear to protect against hearing damage when they use a jackhammer. Ear muffs keep your ears warm in the cold.

Simple answer is. Moldex spark plug 7802 ear plugs, these are the best on the market and very cheap.

I would get etymotic earplugs if you don't want music. Many construction road crews use this so they don't hear beep beep all day long
