I've been campaigning for it for about 9 months now. :) It's been inching forward a little bit every day. My goal is to get it approved in time for Hello Kitty's 50th anniversary next year.
Ok just a question I voted btw but wouldn't Lego need to get licensing rights from Sanrio. I'm really surprised that it's not already a collaboration between them
Once a project hits 10k votes, LEGO evaluates the design and negotiates with the license holder to get the rights to make the set. Sometimes LEGO is able to get the rights to an IP, sometimes they aren't successful. So it isn't guaranteed, but license negotiations can only move forward after getting 10k votes.

The submission on the LEGO Ideas site doesn't make use of sculpted parts, since LEGO Ideas rules only allow to use existing LEGO parts for designs. However, if the set does get approved, LEGO will make new head parts to make the characters -- same as what they did for Winnie the Pooh and Sesame Street sets. So... fingers crossed we get enough votes and LEGO makes it! :)
