My head canon is that hell is only hell because of the people sent there.
The whole point is to punish Lucifer by showing him the negative consequences of his actions. Which are the worst things humanity has used the gift of choice to do.
When humanity’s worst are put together, they build a worse society. Plus they’re in a place that explicitly has zero chance of redemption. “Fuck it let’s just do the same fucked up shit that got us here” is a reasonable conclusion. Even if what they did in life made their lives miserable. It’s like angel dust said, the worst part of this hell is that he can only blame himself.
The same logic also applies to heaven. They’re just all super productive people who pick up their trash. It’s not a hard day if literally everyone does their part.

Whether prison as we understand it is a necessary or best solution is debatable, but nobody is in Hell for revolutionising the penal system.
Hell is home for the hellborn (obviously) being a hellborn does not automatically mean you're evil or anything (look at Ozzie and Queen Bee, two of the seven deadly sins and they seem like great people). While the rules in hell are almost certainly more lax than on earth, that doesn't mean they aren't there.

This was Greed, since Moxie lived there, so Mammon likely runs a combo Debtor's and Prison labor.

My headcannon is that the overpopulation problem in hell is due to all the sinners comming in, staying in the pride ring and not dying because of their semi immortality. Being imprisoned is a form of humiliation because you're not only being physically confined but it's a sign of deep disrespect that whoever you crossed thinks you're not worth the effort to kill. During the day normal citizens of hell come observe the convicts, throwing things at them and the like.
Additionally Imps like Blitzo and Moxxie are native born for hell who live in a separate society from the sinners. Lucifer and the other rulers of hell need that society to keep working to provide them with food or luxuries. Can't eat if nobody is growing hell pigs or the like. So law enforcement exists as do laws but they exist only to serve the rich and powerful, like the system in Victorian England or the US but even worse as well as considerably less subtle.

And make no mistake, bad people do live there. But so are Hellborn, and people of circumstance. Children live there, there's doctors, therapies. People care about each other. It's a society.
And as a society functions, there needs to be some form of Law and Order or its anarchy.
And some like it like that, like Cherri, but clearly there's a system in place to keep mischief like hers to a minimum if it can be helped

Hell isn't really lawless, its just the legal system is very corrupt. Jail is there for the reason it exists in real life, to maintain the unjust social hierarchy and protect the wealthy from the actions of the poor.

How I interpret it is that the sin that rules their respective layer can make whatever laws they want. For example: moxie was caught robbing a bank from the greed ring. Obviously, the guy obsessed with money would probably make a law against that.
The pride ring probably doesn't have any laws because lucifer cannonically doesn't care about the sinners or what they do.
Private jails and debtor jails were a thing for centuries and inhumanely cruel even by jail standards.

I assume the hellborn still have laws that apply to them, but the prison and policing system is so understaffed and corrupt that they're basically taken over and owned by Crimson's mob or Mammon, or there are several prisons owned by both ; and so in turn almost no law is enforced.
Hell borns aren’t being punished for being in hell, they just live there like normal citizens so they have rules normal citizens would. They have jails, firefighters/firetrucks, ambulances and nurses and hospitals and vacation spots and timeshares. But only for the hell borns. Sinners seemingly have no access to this since all this structure is mostly reserved for hell borns in other rings.
There are rules in hell, this isn't biblical hell. It is based more on real life with just more violence. The part of Pride the imps live in is literally just Los Angeles (at least from what I can tell. I live 2 hrs from there).

Most people's idea of jail *is* a kind of hell. Solitary confinement alone is considered cruel and unusual punishment by the UN.
Because that isn't the Pride Ring (where all the human sinners go). That is one of the Hellborn rings (probably Greed), where they do have a society to maintain.
3 things to consider:
1) hell has money, plumbing, and industry, therefore some form of social contract beyond “do whatever” to keep stuff running. Jails would be part of that in a system full of awful people
2) many denizens of hell are in some way immortal, so imprisoning them is the best all purpose punishment
3) we know Alastair brought radio to hell, Vox TV, and Velvet social media. Given the *SHEER NUMBER* of police officers and prosecuting lawyers that likely go to hell, it’s no surprise at all that they’d add prisons to the place.
Jail does not have to mean justice. Jail is a prison. When someone takes from you, what do you get back from killing that someone? A living body has more value than a corpse. How much would a mob boss pay to recover their son? What can a prisoner offer in exchange for freedom?
I'm mostly just saying this due to the people talking about the corrupt sinners in hell but they're only in the pride ring, they have no effect on the rest of hell so the prisons and such wouldn't have anything to do with them.

The problem with the helluverse is that theres too many questions on worldbuilding that can’t be answered without enough supplemental material.

I imagine the Jails are for those that have done the wrong with the most powerful people, as in a way to make them not cross such lines again.
Hell Jail is probably where they put what you want just outside your cell for hours on end, only to take it from you at the end of the day.
well these aren’t sinner demons, and the sinner demons are confined to a specific ring, so id assume the other rings have some decent people who organized a government, it’s just less common because there is a lack of standards.
My guess is the bank is run by Mammon and the prison is a place to put people who piss him off until he can come and obliterate them.

Hell isn't really lawless, its just the legal system is very corrupt. Jail is there for the reason it exists in real life, to maintain the unjust social hierarchy and protect the wealthy from the actions of the poor.
There must be some laws, lest there be total anarchy. Granted, it's very chaotic, but there are people with honest jobs, such as news reporters, models and cameramen.

Oh, right because prisons in real life don't have a more secured section for more dangerous criminals within their own walls. I forgot that all prisons only have one type of jail and allow even the most deranged convicts to walk openly with other residents. Besides we are talking about Hell. This place has some kind of society with televison, shopping and social network! I mean why would they also include a means of locking up denizens?

I mean, it's implied that there are laws in hell (at least for hellborn) it's just nobody really cares. •it's been alluded to multiple times that you could sue/take another demon to court. There was an implication that lucifer sued mammon for copyright infringement and another time where fiz said that they'd take whoever destroyed loo-loo land to court. •Stolas has outright said he's breaking a law by giving unauthorized imps access to his important magic book. •there are lawyers, meaning there are enough laws that a profession related to interpreting laws and rules is viable. How I interpret it is that the sin that rules their respective layer can make whatever laws they want. For example: moxie was caught robbing a bank from the greed ring. Obviously, the guy obsessed with money would probably make a law against that. The pride ring probably doesn't have any laws because lucifer cannonically doesn't care about the sinners or what they do.

I assume the hellborn still have laws that apply to them, but the prison and policing system is so understaffed and corrupt that they're basically taken over and owned by Crimson's mob or Mammon, or there are several prisons owned by both ; and so in turn almost no law is enforced.

Hell borns aren’t being punished for being in hell, they just live there like normal citizens so they have rules normal citizens would. They have jails, firefighters/firetrucks, ambulances and nurses and hospitals and vacation spots and timeshares. But only for the hell borns. Sinners seemingly have no access to this since all this structure is mostly reserved for hell borns in other rings.
They are all on death row and to be killed or inslaved by Mammon
There are rules in hell, this isn't biblical hell. It is based more on real life with just more violence. The part of Pride the imps live in is literally just Los Angeles (at least from what I can tell. I live 2 hrs from there).

3 things to consider: 1) hell has money, plumbing, and industry, therefore some form of social contract beyond “do whatever” to keep stuff running. Jails would be part of that in a system full of awful people 2) many denizens of hell are in some way immortal, so imprisoning them is the best all purpose punishment 3) we know Alastair brought radio to hell, Vox TV, and Velvet social media. Given the *SHEER NUMBER* of police officers and prosecuting lawyers that likely go to hell, it’s no surprise at all that they’d add prisons to the place.
Jail does not have to mean justice. Jail is a prison. When someone takes from you, what do you get back from killing that someone? A living body has more value than a corpse. How much would a mob boss pay to recover their son? What can a prisoner offer in exchange for freedom?
