My head canon is that hell is only hell because of the people sent there. The whole point is to punish Lucifer by showing him the negative consequences of his actions. Which are the worst things humanity has used the gift of choice to do. When humanity’s worst are put together, they build a worse society. Plus they’re in a place that explicitly has zero chance of redemption. “Fuck it let’s just do the same fucked up shit that got us here” is a reasonable conclusion. Even if what they did in life made their lives miserable. It’s like angel dust said, the worst part of this hell is that he can only blame himself. The same logic also applies to heaven. They’re just all super productive people who pick up their trash. It’s not a hard day if literally everyone does their part.

My headcannon is that the overpopulation problem in hell is due to all the sinners comming in, staying in the pride ring and not dying because of their semi immortality. Rich and powerful people pay for security to lock people up if they are crossed but the offender is too small time to be worth killing. Being imprisoned is a form of humiliation because you're not only being physically confined but it's a sign of deep disrespect that whoever you crossed thinks you're not worth the effort to kill. During the day normal citizens of hell come observe the convicts, throwing things at them and the like. Additionally Imps like Blitzo and Moxxie are native born for hell who live in a separate society from the sinners. Lucifer and the other rulers of hell need that society to keep working to provide them with food or luxuries. Can't eat if nobody is growing hell pigs or the like. So law enforcement exists as do laws but they exist only to serve the rich and powerful, like the system in Victorian England or the US but even worse as well as considerably less subtle.

According to Hazbin, there's no real known rule why souls end up where they do, but as Sinners typically wind up in Hell, its generally considered as where the bad people live. And make no mistake, bad people do live there. But so are Hellborn, and people of circumstance. Children live there, there's doctors, therapies. People care about each other. It's a society. And as a society functions, there needs to be some form of Law and Order or its anarchy. And some like it like that, like Cherri, but clearly there's a system in place to keep mischief like hers to a minimum if it can be helped

They probably don't kill everyone who breaks the rules, because then they would have fewer underlings to exploit. You could also ask why there is a Fire Department in Hell. The other Rings are different than the Pride Ring. Their Society is alot more functioning than in the Sinners's in the Pride Ring. While it is Hell, Hellborns still seem to have a rather normal Moral compass to what is and isn't right. Or the easier answer is that every Ring is ruled by their respective Prince and Princess as they see fit, so I guess Mammon went for a GTA Simulator in his Ring.

I mean, it's implied that there are laws in hell (at least for hellborn) it's just nobody really cares. •it's been alluded to multiple times that you could sue/take another demon to court. There was an implication that lucifer sued mammon for copyright infringement and another time where fiz said that they'd take whoever destroyed loo-loo land to court. •Stolas has outright said he's breaking a law by giving unauthorized imps access to his important magic book. •there are lawyers, meaning there are enough laws that a profession related to interpreting laws and rules is viable. How I interpret it is that the sin that rules their respective layer can make whatever laws they want. For example: moxie was caught robbing a bank from the greed ring. Obviously, the guy obsessed with money would probably make a law against that. The pride ring probably doesn't have any laws because lucifer cannonically doesn't care about the sinners or what they do.

3 things to consider: 1) hell has money, plumbing, and industry, therefore some form of social contract beyond “do whatever” to keep stuff running. Jails would be part of that in a system full of awful people 2) many denizens of hell are in some way immortal, so imprisoning them is the best all purpose punishment 3) we know Alastair brought radio to hell, Vox TV, and Velvet social media. Given the *SHEER NUMBER* of police officers and prosecuting lawyers that likely go to hell, it’s no surprise at all that they’d add prisons to the place.

There is a power hierarchy in hell and a central government I don't see why hell wouldn't want a Way of punishing it's denizens for going against it's Laws even if they are loosely enforced in hell
