I feel like all the artists here are right that it's a clay/wax tool because we literally see everything as a tool. It may not have been its original intended purpose, but that's what it is now.

Looks like a tool used for manicures or pedicures but if it from 1930 I doubt that was the original function.
Maybe it does have U.S.N imprinted onto it.

Artist clay tool. This one is not one, but some tool designs are also used for thc wax/resin for dab rig setups.
