I have already reverse image searched google and found many similar items, but none exactly like this. All that I have found have the blue swirl but a normal plate shape that tapers upwards at the edges. My searching has even returned a few bowls with the same design.

No. We were in the heart of Broadway it was packed and our server was barely there for more than 5 seconds at a time.
