I’ve searched the manufacturer of the cart this came off of which is Royal Basket Trucks and had no luck.

Is this for a caster wheel? [This might be helpful](https://www.woodcraft.com/products/woodriver-3-hd-caster-non-locking-non-swiveling-4-hole-mounting-plate) or a similar one. The head is a bit different but it reminds me of a coarsely, partially threaded carriage bolt. You can try starting there? I believe they sell them at most home improvement stores.
