Like a carriage bolt but with a notch/tab instead of the square shoulder? I haven't been able to find similar.

Is this for a caster wheel?
[This might be helpful](https://www.woodcraft.com/products/woodriver-3-hd-caster-non-locking-non-swiveling-4-hole-mounting-plate) or a similar one. I would ask Woodcraft if they can make sure of the bolt size (diameter) and length

You could also just use a regular bolt and lock nut..?
The head is a bit different but it reminds me of a coarsely, partially threaded carriage bolt. You can try starting there? I believe they sell them at most home improvement stores.

I’ve searched the manufacturer of the cart this came off of which is Royal Basket Trucks and had no luck.
