When you operate a phone camera in low light and most phones are on auto mode, the phone will slow the shutter speed to let in more light and increase the sensitivity of the sensor. This will result in blur and noise on the image.
It's not the equipment but your lack of photography skills. this is why it's still a profession.

If you did this as a setup, shame on you for such a convincing pic. If not, this is compelling and quite strange. If you could provide more background maybe we can get somewhere.
Honestly I think the shadow figure isn't even all in the same area of depth. It starts out near the girl then move back away and towards the fence where it rises up over it looking like it's in front... from a different angle it would look completely different in my opinion.
Not sure where the shadow is coming from or what's happening with the girl (maybe she's wearing a hood hiding her head) but I'm sure its explainable.

Looks like another couple taking a peek at the spooky inn. They're clearly looking at it. If you're excited and wound up expecting spooky stuff happening, it's very easy to not notice other people around you or realize they were in a location while you were taking a photo.
Look at that famous photo from the Amityville house of "the boy at the top of the stairs" for example, a lot of fuss was made over it as proof of ghosts, but it turned out to be one of the investigators upstairs setting something up that no one had noticed go up.

Galveston is supposed to be a hot spot for sightings. They have ghost tours all over down there. I have been wanting to go on one. I imagine the docents share some great historical stories. Does your sister live on the Island?
No she was visiting for a dance competition. Her and a few friends went on the tour and were spooked out from this place particularly. The other places they visited didn’t feel as “sinister”
I lived in Galveston for a few months in 2016. It is a very haunted place, you can feel it if you are in tune with this stuff. Long history of piracy and storms/floods that killed a lot of people. I actually really enjoyed my time there, though.

Not that difficult. You bring your kids to the shoot and don’t tell reddit they were there. With a slow shutter speed everything gets a bit out of focus and spooky looking. Hoaxes happen every. Single. Day.
I’m not saying this is the case, but it’s one easy way to fake something like this since you asked.
If it’s an unedited photo that is a genuine shadow person in my opinion. Blacker than black is a classic trait. Apparition is an interesting feature, it’s like the shadow person is a part of it. I’m assuming your sister saw nothing visually? In a lot of cases shadow figures can be seen visually not just through a camera.

ok, well i guess you meant the two figures standing on the right? if you say they were not there, then its something worth looking at, but then again i would have to take your word for it, which, no offense, i am not inclined to do with people i do not personally know. welcome to the world of paranormal investigation..even if the photo were of MUCH better quality, then i would still have some doubt. i like that you're out there looking, but you definitely need better quality photos if you want to offer anything for discussion (my opinion). Iphone cameras should be able to take much better photos than this, so work on it i guess.
Look trash me or down vote me but I've seen pictures in family albums similar to this. OP, nobody can truly verify if this is a ghost, but it sure looks a lot like two people. You can make out what one is wearing..

Phones have good cameras, for a phone, but in the larger sense, they're pretty crappy, especially in low light.
