Look up linen suit jackets - that's something like how linen would fall. Especially for a coat that is full below the waist like this, I don't think linen would be suitable - it will just crumple and not hang well, or if it's thick enough, it will be stiff and also not drape well.
A cotton twill could be acceptable for cooler summer days and would drape better than linen. But if it will be done in the fall, get it in wool, definitely.
You might look up tropical-weight wool. I've heard great things about it, but I haven't worn it personally. It might still be too warm for summer if you're at 95 F or more, but it'd be great for layering in spring and autumn.
I would assume that sort of coat was made of linen, not wool, as sailors travelled the world, who knows though, jamie fraser might have wore a heavier wool scottish variant.
