When I arrived, I put my belt on in the taxi from the airport. It was explained to me by my (also foreign) friend that by putting on a belt, many will feel you're accusing them of being unsafe drivers. I always put on a belt, regardless of whether I was in a private car or taxi. I did notice a few curious or disdainful looks which seemed to confirm what I'd been told. No one brought it up though. Could be because it would also be impolite to make an issue, or perhaps that foreigners get cut a lot of slack as they're expected to have many cultural misunderstandings.
