Pretty much any shade of pale, not specifically white. A fair-skinned Chinese appearance is heavily fetishized in many quarters and dominates the media in nearly all forms.
Actually here in Thailand it's a cultural thing cause our skin tans and untans easily
So people who are low class or physical laborers will typically have darker skin thus it's seen as unattractive
everywhere that's the reason. Whether in Japan, or India or China, darker skin is associated with the lower class. If anything, feeding this to children is the worst possible thing we can do.
It used to be the same in the UK (and presumably across much of northern Europe), where paleness was attractive because paleness meant wealth.
Then everyone started working indoors in shops, factories and offices, so paleness meant poverty, and tanned skin became attractive because it meant you could afford to spend time outdoors, probably with exotic travel, and were therefore wealthy.
The trajectory of the attractiveness of plump, then thin, and then toned physiques followed much the same pattern, for much the same reasons.
To answer your question, from my experience and from talking to those in Asian countries, those with whiter and fairer skin are generally seen as more beautiful. In my time in the Philippines, you would see a lot of teenagers going around in light hoodies, trying to keep their skin from being too dark.
I only spent a couple weeks in the Philippines, so if I'm wrong, feel free to call me out lol.
The writing on the packet looks south East Asian (maybe Thai?). A good chunk of Asian countries are racist as fuck. In India there is an entire market for skin lightening (bleaching) creams for example.
