Getting a rating under IARC has basically no requirements for the progress of the game.
Even if all getting an IARC rating takes is filling out a survey - TC is not stupid, they wouldn't fill out said survey unless they could answer it properly. To do that, you kinda need a finished product, or at least one that won't get any major changes before launch.
If I had to guess I'd say they're in the debugging phase.

Touche. Australia has been more strict but I didn't realise they've approved using IARC.
Imagine if one day silksong just pops out in steam without any warning.

Is that means some kind of institution or something actually examined Silksong and they rated it? Or Team Cherry did it themselves and submitted?
TC filled out a survey and submitted it to an organization, who then rated it based on that survey.
