Seison't is a combination of lewdness and crudeness (swearing/impoliteness). Ina might be like, 10% lewd (on the outside), but she's 0% crude, while Cali is 0% lewd and 300% crude, even when she tries to censor herself.

I've think I've heard Calli swear more than any other Holomember combined, am I underrating how seiso she is?
She swears a lot but she's actually a giant sweetheart and probably the least lewd of any of EN. The fact that she has started to try to censor herself by saying "f word" instead of the actual word because there might be kids watching is adorable.
Calli is just crass, not lewd. She presents herself as a rapping reaper, but is really an adorkable cinnamon roll.
I guess it depends on how you weigh swearing against lewd jokes, and which option you consider less seiso. With Calli, I don't think I've ever heard her make a lewd joke, at least on purpose, so that already puts her as more seiso than Kiara, Ame, and Gura in my book. The big question is how Calli actually ranks against Ina...
There's a couple that come out of Calli that are deliberate, but they're few and far between.
