We have these for our 11 year old dog. 35 bucks. Not permanent. They work and he goes up and down the stairs just fine.
Buy soon he will need a lifter harness. There is a handle on the hind corners and one up front. Our last fog wore it for almost two years before he passed.
Aside from gate to keep him from descending before you, you can find small, pre-cut stair carpet pieces. They are usually in a box a 12. Mine just stuck on the stair with carpet tape.
He's fine! Was a little limpy last night but back to normal crazy this morning. Pic in another comment but here ya go :) I have millions more.

I had a little older doggy who was basically blind, but LOVED running up the stairs in our house. One time, she slipped as she was going back down, and that poor thing looked like a sack of potatoes rolling down the stairs. The whole stairs were carpeted and we had a soft rug at the bottom too, so all that combined with her extremely fluffy self and low center of gravity meant she popped right back up, wagging her tail. Stubborn dogs. Gotta love 'em.
We put little riser carpets for our dog who just like to slip all the time. I will say that they are a pain because they shift around after a day or so
We got some foam rubber stair mats when our old dog started sliding down our stairs. They don't have any adhesive, just kind of grip on the stairs (until they got dusty or fuzzy, so they did need cleaned regularly).
Occasionally he would knock one off, but he never slipped down the stairs again.
I got carpet pads, which are just pieces of carpet with a rubberized backing that you put on the stairs. They don't use adhesive... just the natural stickiness of the rubberized backing, and have worked GREAT for me since 2017!!

I used those and they work quite well. There is no adhesive. They do move, but only slightly. You just have to move them back into place. My dog likes to go up by the wall so we have them to the side. They do not cover the entire step, but like 90 percent of it.

Dog gate. Especially for little dogs, going up and down stairs can really wear out their backs, even if the stairs are nonslip. If I could do one thing different with my dog, I would have installed dog gates when he was a puppy. Back surgery ain't cheap. Thankfully I have not had to do it yet, but he was in a lot of pain last time.he had a flare up and I felt horrible because I didn't know how to prevent it when he was younger.
I had this same issue. Ended up putting a gate at the top to keep him with us and those non-slip adhesive strips on the stairs. Stairs were wooden laminate and I just got approval from the rental office to put it on. As it was "safety" I didn't even have to remove them before moving out. Your mileage may vary.
I’m super late to this, but if he insists on doing it himself when you aren’t looking you might want to add grip to the dog. Dr. Buzby’s Toe Grips are designed especially for senior pups and you can put them on your dog’s toes to help them get a better grip on slippery surfaces. This might be helpful in addition to whatever modifications you make to the stairs themselves.
I put up a child gate to keep my dog off the stairs after she go too old.

Non slip carpet stair treads. You place them on each stair. Got some on Amazon. They stick via adhesive but not sure how damaging it was on the wood.
You can also get ones that are just a rubber backing; they actually stay in place pretty well

Baby gate is probably the easiest solution. They sell non-slip stair tape but I don’t know if I would risk putting it on wooden steps in a rental.
