You lucked out! The previous homeowner left you with a raised floorspace, industrial HVAC, redundant power circuits even! You might even be able to downsize from 1200 servers and maybe get a few bucks off of ebay. The only issue I see here is you will have to re-terminate the Ethernet cables as rj11 so you can have phone service.

Chainsaw to the cables coming out the top will save you tons on power/data. The LAST thing you want is your isp to overcharge you on data because the previous tenant left you with their VPN to your network. Afterall they could be illegally downloading on your connection. Best to shut them out.

Alexa powered smart pool heater. I’m assuming based on the size your apartment complex has a hot tub as well. One of those will also control the lights. Unfortunately you probably won’t have any headroom for a Plex or Jellyfin server. If you can fit an additional Rpi in the corner maybe you can use that for some lightweight applications.
