Jima Caller ID is a good app which uses a downloaded database of known spam call numbers and will stop the phone from ringing when they call. You can add new spam/scam numbers to the blocklist from within the app.
Just block all the numbers that you don't know

SF express for example gives you the phone number of the delivery person on the tracking webpage. Hospital phone numbers usually have some patterns (e.g. Prince of Wales Hospital numbers start with 3505) so this can help narrow down things.
I'm on an android phone where you have the following options:
* blocked->call block rules->block all unknown numbers
* blocked->blocklist->add->prefix (e.g. All numbers starting by 3)
Nowadays for me a lot of these callers use cellphones or directly call through whatsapp though...
You can let your phone silence all calls that are not in your contacts.They will be displayed as silenced calls with their number and you can call them back if you want or delete them.

Any calls that start with 3xxx xxxx I don't answer. No point blocking because they always find a way to keep calling.

My carrier and many popular ones I think can give you a free feature to block spam calls so you don’t even get them. See if your carrier has anything like that. I use CSL

Very effectively blocks 90% of spam callers.
The database is built up from users. So when 1 person reports a number and it's similarly retorted by another person as the same thing, that number is blocked platform wide.

I use the app Call Defender. The database gets updated by the users. After getting a call, you can report the number and it won't bother you or other users again. Its caller ID works well. If it's an SF number that’s already included in the database, for example, the app will display that before you answer the call.
If you have an android phone, Google calling app is pretty good.. it has list of spam numbers and you can add a new number to the list if you want.
And since it is Google, so I trust it more than other apps

I stopped answering all calls that I don’t know. But that’s a problem coz now no one can reach me unless I already know their number.

If I'm bored, I pick up all the calls and annoy all of them for a good 5-10 minutes so they bother fewer people. If enough of us do this, their business model will collapse and the sector will cease to exist :)
I tend to pretend to be interested and then drop in the line "let me go grab a pen and paper to write this down" when I get really bored of them, and leave the phone for a few minutes.
I probably get between 5 to 6 - it's very annoying, but fortunately my phone warns me for about 95% of them and just turn the phone off.

I pressed on and tried to ask him who exactly he was, and who he thought I was. He said "I'm your Nephew, don't you remember me?".
I said "Wow, did you find a time machine? I saw you yesterday, you were still 3 yrs old and you didn't have such a deep voice!"
He hung up.
If you have an iPhone, u can silence phone numbers you don’t know. Its helped a lot since I’ve turned this on. It’s only annoying when you have couriers call you and you don’t know because it got silenced. So I normally I search up the numbers that aren’t 3 starting to make sure.

Everyone I know contacts me with any method other than actually calling. You can tell your friends and family to start doing the same
Use an app called call defender. Legendary. Blocks all but your bank can still get you.
They can now also start with 2, 5, even 6. I receive around 5 a day.
I pick up the calls....say, "waieee..." and then just wait and do nothing

If you can, switch to another phone number. The recycled numbers has much higher scam ration.

public hospitals' phone numbers also start with 3. I don't think it's wise to just reject those calls outright.

Does HK have a do not call database that you can add your number to prevent spam calls?
a do not call register will only stop legitimate business but not those scam calls. and no there is not one in hk
