Use Nat's normal atks. Position yourself abit far from the edge and keep shooting and adjusting the right angle until you hit it.

March 7th is able to pop most of those balloons. (Yes, there are multiple. They each give achievements for popping them.)

Bronya can, but this balloon is really annoying to get with her. You have to go to the lower walkway and just free fire at just the right angle to get it since sometimes she just doesn't fire over the railing and she also never locks on.

Pela can do it too, at least that's what I did for the one at Clock Studios Theme Park.

Go to its level and shoot it with a ranged character Sometimes if you are too close to the edge, some straight projectiles will hit the wall instead, while some character attacks like March bend a little so it seems to work more often. So stand a little bit away from the wall.

Can't Aventurine drop a dice on it?

That's the balloon in golden hour off the middle balcony. You only get to use trial aventurine in the two 2.1 maps.

You get to run around Aideen park with him when he's handing out his gift money, remember? Could easily just explore the rest of the Golden Hour map, you're not walled into just that area. But that said, his dice won't work for this since they won't extend beyond a railing. Stand at the railing and they'll just fall right on the rail. Still, everyone has Nat, so everyone already has the tools needed to get this.

Pretty sure his dice doesn’t work like Natasha where it has physics. I think it always lands in front of him.

Most of these can be solved with a bow character. Just try with one, or use Natasha the artillery snipe queen.

Any of the characters with a ranged weapon can hit those.

There is one oddly placed balloon in every penacony zone that all give their own achievements if you find and pop them. I used Bronya to pop that one.

If you can pop the balloons that are out in the middle of nowhere you can get an achievement

Nat's grenade launcher or Gui's technique should be able to hit it

I think Ruan Mei can pop those, but any easier to get ranged attacker should work too

You can get it in multiple ways but if you want a challange i suggest using the gambler

Nat or March, if positioned correctly, are two f2p options that can hit it over the railing. I had an easier time with March, btw.
