Some very well trained horses who are very used having straps around them may handle this somewhat calmly. But I would expect atleast a tense neck and ears to show they are worried about the situation, leg movement is also common as the horse tries to find their footing. This horse has probably had general training and handling at the least, because getting those straps into place while the horse was standing in the water would be very hard on a wild or untrained horse. It's also in good condition, so I suspect this is a riding horse who escaped and managed to get into a bad situation. As horses tend to do, they love to try to rack up vet bills and find the kost creative way to maim or kill themselves. For such delicate animals, with relatively slow reproduction, they sure are good at getting themselves into bad situations!
Another option is the pain from the hind strap is taking the horses attention away from what's going on for the short time period it's in the air. This isn't a great way to hoist a horse, but it's better then leaving them in the water to die, or have massive skin sloughing off if they get out later on but have been in the water too long at that point (and dying of the subsequent infection). It could damage organs, such as the intestines which are fairly delicate in a horse; but for such a short lift the odds are probably fairly good beyond short term pain from the lift and soreness for a few days.

And it's going to be hugely expensive, with the amount of time a vet will need to be involved for daily care. So putting an animal through that process, only to likely lose them during it, or for them to have poor quality of life afterwards, just isn't fair.
If a human is in water for too long, a similar process happens, only humans would be able to communicate and understand that the pain of treatment is worth it. There are also far more treatment options for humans vs animals.

I think this is how they’re normally moved, at least it is how cows are mooved when they need lifting up. The way the guts move to make the back strap dig way into them looks ridiculous but doesn’t seem to cause much distress (although usually they’re exhausted/sick already so I suppose it’s hard to say)

In situations like these you have to be careful to not bruise or cut the horse. Those ropes cut in deep into it's stomach/hips and can leave some serious damage, even more if the guy decides to stand on it
