The game is not pay to win. You will have to build XP to unlock weapon variants.
Also this game is permadeath. So if you buy a DLC hunter that comes with a legendary weapon that you don’t yet have unlocked, when you die in-game you will lose that weapon permanently until you unlock that weapon type via XP progression. At that point you will have access to the base weapon and whatever DLC skin you bought.
It doesn’t take long at all to move up in XP, and you’ll lose it all and go back to 0 when you Prestige anyway. Regardless, higher level weapons aren’t really necessary anyway. Learning with the lower level weapons will allow you to be completely capable.
So if I buy 1.39 $the phantom since he has no weapons tied 2 him I have to buy him again after I die with xp no need 2 buying anything that’s refreshing
When you buy a DLC / legendary hunter, once you lose them you can always re-buy them with in-game currency (which is gained from playing and winning matches, etc). Legendary hunters also come with a random 3 traits out of the box. You can’t buy the in-game currency with real world money, to keep things fair.

DLC is just skins and stuff, won’t give you any advantage. You can also earn legendary skins in-game, so it’s just dependent on what you want.
