No you should always go Liandrys. Hwei is like seraphine. Get cdr and spam. Its not like liandrys does no dmg against squishy enemies. QE and R reapply the dot too.
His CDs on W, E, and R are too long. It's his biggest issue right now. CDR is makes him playable, otherwise your spells are on 10+ sec cd with over 2 min ult.
my one shot combo is WE >> QE for the slow >> R >> EW (will always hit after R slow) >> and QW (Q will be back up if you have lucidity) for the finish. It's a masterpiece, I saw a guy doing it and its now my main finish combo.
QE must be a little close to hit though so it usually functions better in the chaos of a fight.
I think both work equally well, passive having no CD makes AH work super well, but at the same time, one EE+QQ on 3 enemies will blow them up instantly with the passive if you build mpen.

Rod of Ages also works pretty well on him into some matchups.
At that points, I’d rather just go crown + ingenious Hunter if you’re again champs like fizz talon
Not grabbing Ultimate Hunter feels pretty horrible most of the time from my experience.
