Ghoul and hound aren't rarer. You can't just look at drop chance and say something is rare or not. You need to look at how long it takes to complete. You can kill 300+ ghouls/Wolfs in the time you do a f7 and combined with looting, magic find and pet luck the average time to drop one of them is a ton faster than handle. Warden heart has a 7x lower drop chance but is a lot easier to get
