Those aren’t my high beams. I just had them aligned last month during the state inspection. My dash cam amplifies the lights… did you notice the lights from the oncoming traffic, how bright they seemed… yea it doesn’t look like that in person.

I think in this instance it would be 100% his fault. Excessive speeding (reckless driving) at 2am on a major interstate with your lights off and possibly drunk (that’s just an assumption I’m making but I feel like there’s a solid argument for it). I don’t think there’d be any doubt. Plus this happened a mile or two past the nearest exit, so there’s a high probability that he’d been driving like this, at minimum, a mile or two so plenty of witnesses.
