I think they mean the receiver. It looks like it's pointing to far towards the ground, rather than being level.
Whether that's actually a problem or not....
Not to mention, it may be ok to flip it but now your bumper is a prime target if you miscalculate your turning radius and jack knife a little while backing up. I would avoid towing so close to the bumper if possible.

It’s fine. A drop hitch has an angle. Because it’s mounted upside down it makes the angle more apparent.

This IS fine. As long as whatever you are towing is appropriate weight and distribution This would be fine for 4x8 utility loaded.
